There are limits to everything. The government can, and should, limit how much a business uses, how much it can spend, how many people it can employ, and how much it can tax. But these limits need to be set by the business owners themselves.
Businesses should have a set cap on government spending and should be allowed to hire a certain number of individuals. When the business owner or manager sets the limit, they should then ask the people being hired to work under that cap. The employees should be able to work off that limit in whatever way they choose, and the business should be allowed to tax the employees accordingly.
One of the other reasons I like this idea is because it would be a way for businesses to retain people, not just for the sake of their employment, but for the sake of their own personal development. They may not be able to hire a manager or a supervisor if they exceed the limit, but they can still learn a lot about how to use their own time efficiently. The business owner can still set the limit and set the limits in accordance with their own personal needs.
The goal here is to create a new class of government workers that are as competent and as smart as the people who they are. As the government gets smarter, so does the business owner.

Like many similar ideas, our own is somewhat impractical. The government might have to be limited in size and number of people, to prevent the government from being seen as a monopoly. It may also have to be limited in how much power it can have, or how much tax it can collect.
